Not ALL Registry Cleaners are unsafe with regards to these patching issues, but SOME certainly can ruin an unsuspecting user’s day.
CCleaner has never to my knowledge caused issues with Microsoft patches. Outdated drivers on the other hand, have handed me serious setbacks with certain kernel driver updates.
Overall SYSTEM cleaners (and they know who they are) can do MUCH damage to Windows, including messing up the patching mechanism, or preventing the proper installation of certain patches and service packs.
