I think we have a decent idea of what KB2952664 does (at least the older version that I tested). KB2952664 adds task Microsoft Compatibility Appraiser. Task Microsoft Compatibility Appraiser is a gatherer of information that is sent to Microsoft by service Diagnostics Tracking Service.

Apologies if you get horrible response times or 503 “Service Unavailable” errors. It’s happening to me, too.

UPDATE: The web site hosting company has reviewed our domain, and all looks well. I have a direct number in case things head south again.
Apologies! No idea about the cause of the problem, but access to the site has grown considerably in the past month.
