How can I capture a short bit of video as a GIF file? I have a PC running Windows 7. Do I need special software?

You could try majorgeeks for freeware converters, I spotted this based on your needs qgifer
Haven’t tried it, so I’d advise taking the necessary precautions prior to, and on installation and do a custom install if offered, checking the tick boxes etc..
