Delete Key Misbehaving

I am using an HP Pavilion laptop and Windows 10.

I cannot use the DELETE key unless I simultaneously press the SHIFT key.

The problem is consistent, even aftere booting.

Does anybody know how I could diagnose this crazy problem.  It does not appear to be a problem with sticky keys or anything like that.

Is this Delete key at bottom right of a number key pad? If so, that’s normal when NumLock is on. Either switch NumLock off or use the other Delete at top right of the keyboard.
