      When I start Windows 10, and it gets to the Windows boot menu, it seems as if the power plan is set to a half-dimmed screen setting until I hit a key.  Then it adjusts to the power plan specified in the Windows Power Options.

      Is this by design, or is it something that is controllable by the user?

      If you mean screen is blurred then it is by design but can be tweaked.

      No, I mean dimmed, just as if the brightness was turned down to 40% of the power options setting.
