Shut down has Hibernation option with Sleep disabled.

See the MakeUseOf article at https://www.makeuseof.com/windows-10-fix-mising-sleep-option/.  I had a similar problem (in my case the Sleep option completely disappeared from my Power Menu) that couldn’t be fixed by a complete shutdown and restart. Perhaps one of the suggestions in that article will fix a disabled Sleep option as well.
