I moved my website to Google Domains and when I try to whois my website, none of my contact information is there, it’s all protected by “Contact Privacy”. But I emailed to the email shown (part of which is an image, not text, so I had to type it in by hand, not copy/paste) I got a bounce-back email saying to
“follow the instructions you will find on
      http://contactprivacy.email

Which I did. I just entered the domain name, my email, and a message to the domain owner. And it worked. My message and email address was sent to the email I used to register the domain.

So, if the WhoIs information is protected by “Contact Privacy”, one can send a message using the above technique. Whether or not the owner responds is up to them.

By the way, I never (knowingly) requested my domain name have privacy protection when I transferred it to Google Domains. It was done automatically.
