We have two keyboard layouts under different input locales, because we need to switch frequently between them. Windows 2000 requires (understandably) that one of them be designated the “default” layout. Our problem 
is that the keyboard input locale switches spontaneously to the default every time a new window of Internet Explorer (IE 6.0 SP 1) opens.
Is there any way to make the keyboard input locale stay at its setting, such as a menu item I missed in maybe IE or Control Panel > Keyboard, or a registry change? We will be grateful for any suggestions.
