Error code 0x800F0922 comes up when you attempt to install the Microsoft .NET Framework 3.5 on a computer that is running Windows 10

Did you try DISM? from an ADMIN CMD Prompt:
        Dism /online /enable-feature /featurename:NetFX3 /All /Source:D:\sources\sxs /LimitAccess
Locate your SXS folder from Win10 .ISO, USB stick or DVD (could even try mounting the .ISO although never tried it) or you can even extract it to your desktop from the .ISO with 7Zip (copy to) and amend the CMD above to point to it.
NOTE Should be, preferably, the same version of Win10 as the Target i.e. Win10 Ver 1607 should be from a Win10 1607 Version .ISO not “written in Stone” but makes for an easier life. ūüėČ

remember to uncheck the current .NET Framework version in the windows features section.  It may conflict with installing the 3.5 version and then after installing  3.5  go back to Windows features and check the box for current version to be enabled again.
