“… This particular campaign, however, does not use the regular notification system of the operating system. Microsoft is using the digitally signed program BGAUpsell.EXE for the campaign, which it places in the directory C:\Windows\Temp\MUBSTemp\.
In Tom Warren’s case, Microsoft displayed the popup while a fullscreen game was being played. While that may be a bug, everything else concerning the popup is intentional …
… Microsoft informed The Verge that it has paused the campaign to address “unintended behavior”. Pausing indicates that Microsoft has every intention to continue the campaign at a later stage.”

AskWoody PlusGo BACK to your Notifications settings area, but this time scroll down the page a bit below where your screenshot was cut off in your initial post.
Now, you should see a title that says “Get notifications from these senders”. Under this title, look for an entry titled “Suggestions”. If it’s there, simply click on the slider to turn the notifications off. This should rid you of these notifications…unless MS decides in their infinite wisdom to turn them back on in a future update.
I also had this behavior happen on one of my machines, and the above procedure worked to get rid of them after the first one several days ago, about the same time of your initial post in this thread.
By the way, you may find some other apps/items listed in that “Get notifications…” area besides Suggestions. Tread lightly turning other things off, because you could then not get notifications from Windows components that you may actually expect to see or need to see.

Further to Bob99’s suggestion and your image in post # 2585586, my Win 10 Pro v22H2 OS laptop is not joined to a domain and it does not have a sender named “Suggested” (or “Suggestions”) at Settings | System | Notifications & Actions. I don’t know if that means you had some experimental setting pushed out to your system in your July 2023 updates for beta testing or if Win 10 Home v22H2 users are being targeted, but these pop-up notifications were discussed in Born’s Tech and Windows World 07-Nov-2022 topic Microsoft’s Annoying Windows Ads: Edge Suggests Bing, PC Training Notifications (see the section titled “Annoying PC Training Notifications“). According to Gunter Born’s article one user observed that if they did not turn off notifications for the “Suggested” sender at Settings | System | Notifications & Actions and simply clicked “No Thanks” in the pop-up notification then the same pop-up notification would return every few days.
I’m hoping Bob99’s suggestion to turn off notifications for the “Suggested” sender will fix your problem without having to turn off notifications for all the other senders that you would like to leave enabled.

No, but according to your image in post # 2585583 you have a sender named “Suggested” at Settings | System | Notifications & Actions (which I believe you’ve now disabled with all your other senders) …
… that appears to be responsible for your unwanted notifications as shown in your image in post # 2585215.
If you disable this single “Suggested” sender at Settings | System | Notifications & Actions and leave your other senders enabled does this stop your unwanted notifications nagging you to install suggested apps?

The fact that my Win 10 Pro v22H2 OS doesn’t have this “Suggested” sender makes me suspect that it’s an experimental feature and that you’ve (unfortunately) been randomly selected for beta testing.

AskWoody PlusKind of a long list. All the sliders are grayed-out, presumably because I turned notifications off at the top. I guess I could turn notifications back on, move all the sliders to off, and then turn notifications off at the top again. These settings have never given me trouble before, but you never know what is going on under the hood.

I don’t know if it’s relevant, but further to the image in your original post # 2584472, I have a Win 10 Pro v22H2 OS and noticed that I have an additional checkbox labelled “Suggest ways I can finish setting up my device to get the most out of Windows” at Settings | System | Notification & Actions that you don’t seem to have. I don’t think this checkbox actually controls the type of pop-ups you’re seeing (see Mayank Parmar’s 07-Jun-2020 Windows Latest article Windows 10 is Nagging Users with Full-screen Setup Prompts about this check box) but that missing check box could indicate that your Notifications settings and/or associated registry keys are corrupted.
If you haven’t already done so you might want to run System File Checker (sfc /scannow) and DISM commands like Dism /Online /Cleanup-Image /CheckHealth from an elevated command prompt as instructed in the ghacks.net article Use DISM to Fix Issues SFC Can’t just in case your July 2023 updates corrupted some Windows system files.
I don’t see these suggestions from Microsoft popping up on my screen, but that might be because I’ve wiped the last traces of several unwanted apps like XBox Game Bar and LinkedIn from my system [see my 27-Apr-2023 topic Can’t Remove Remnants of Some Old UWP (Microsoft Store) Apps]. I also don’t use any third-party apps like O&O Shutup++ to manage my Windows settings, so if you do use one of these Windows configuration managers make sure you only use latest available version to ensure compatibility with your current OS.

I gave up trying to track down all the individual settings in Win10 long ago. I simply don’t have time to track down every setting, research the obscure name, and determine whether to enable or disable it. I let O&O Shutup do the work for me. If that results in some leakage, so be it. But I do not think my notification settings are the problem here.

AskWoody PlusStrange because as soon as I found the ‘suggestions’ notification setting and turned it off, I haven’t gotten another one.
It’s not there on a clean install nor after Windows updates or even installing Microsoft 365. It just shows up randomly at some point after. The other one that showed up around the same time is ‘backup settings’. I turned that one off too as Microsoft does not like the fact I don’t use their backup methods.

Are there any other folks’ accounts on the computer in addition to the one where these pop-ups have happened? If so, you may need to go into them one by one and look for “Suggested” in the same location within Settings. If you find it, turn it off each and every time you find it if it isn’t already turned off. Don’t forget to check the built-in Administrator account if you’ve enabled that account.
Perhaps this will help reduce the pop-ups to zero. If you turn the setting off in any other accounts on the machine and it still happens, then I think it’s tied to a registry setting that’s been changed that’s making your changes within the windows not take effect for some reason.
I firmly believe that there’s a registry setting that’s behind this entire thing on everyone’s computer who’s had these things show up. It’s just a matter of the right registry-savvy person finding the entry that will let us end this particular annoyance once and for all.

AskWoody PlusI’m marking this one resolved. While not an elegant solution, O&O Shutup gave me these options affecting notifications that allowed me to turn everything off:
One might argue that turning off all notifications is a bad idea; however, I do not remember Windows ever giving me a notification I needed. I tend to put notifications in the same category as Clippy.

AskWoody PlusThat’s all well and good, but take a look at the following post from @PerthMike. He mentions a specific registry setting that should take care of these annoyances. Do yourself a favor and go to that setting to make sure it’s set the way @PerthMike describes. If it’s not for some reason, you’ll have the correct info to change it.

That post is in the thread that Susan started after seeing this one and elevating the issue to the main page here on AskWoody about a week ago.
I sincerely hope you DON’T get any more of these annoyances going forward. But if you happen to, you can always go back to the post above and check that registry entry and reset it if you need to. On occasion, third party programs just don’t work the way they’re supposed to for one odd reason or another.

Spoke too soon. I got my first pop-up notification from sender “Suggested” nagging me to purchase an Xbox wireless controller.
I clicked the Manage Notifications link in the pop-up, which opened my list of senders at Settings | System | Notifications & Actions | Get Notifications From These Senders, and confirmed that a new sender called “Suggested” has recently been added to my list of senders. I disabled the “Suggested” sender and that seems to have stopped these notifications.

AskWoody PlusJust an FYI that Martin Brinkmann posted How to Turn Off Advertising Popups in Windows 11 today (21-Sep-2023) on ghacks.net that essentially repeats the advice given in this topic – namely, to go to Settings | System | Notifications | Notifications From Apps and Other Senders and toggle OFF notifications for the “Suggested” sender. That article includes additional hints on how to reduce the number of notifications from other apps and senders in Win 11 but many of those comments apply to Win 10 users as well.

When I checked my Win 10 Pro v22H2 settings on 08-Sep-2023 at Settings | System | Notifications & Actions | Get Notifications From These Senders I did not have a “Suggested” sender.
I’m not sure if this sender was added to my notification settings during my Sept 2023 Patch Tuesday updates (which I installed on 16-Sep-2023) or a few days later on 20-Sep-2023 when these “Suggested” pop-ups ads first appeared on my system, but Microsoft appears to be rolling out this feature slowly – see the section titled “Annoying PC Training Notifications” in Gunter Born’s 07-Nov-2022 Microsoft’s Annoying Windows Ads: Edge Suggests Bing, PC Training Notifications in their Born’s Tech and Windows World blog.
If this is an experimental feature and Microsoft is still gathering feedback before deciding if it should be rolled out to all users then Microsoft should have limited testing to users who have enrolled in the Windows Insiders program instead of pushing these annoying pop-up ads out to “regular” users.

My registry entry is identical to that suggested by PerthMike. I did not make the change manually, so I cannot be certain where it came from. Did O&O Shutup work? Did Microsoft push out the change in an update? Who knows?
In any event, problem solved (for the time being).

I assume it was the one of the notifications settings you changed using O&O Shutup that you described in post # 2587982.
My registry entry at Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\Settings\Windows.SystemToast.Suggested also has a value of 0 because I disabled notifications for the sender named Suggested at Settings | System | Notifications & Actions | Get Notifications From These Senders to stop these annoying pop-up ads. If I turn notifications back on for the sender Suggested that registry entry changes back to a value of 1.
There’s no need for home consumers to make manual registry edits or use a third-party Windows configuration app like O&O Shutup10++ to stop these pop-up ads – just turn off the sender named Suggested in your Windows notification settings as shown in the first image above. The solution MikePerth provided in post # 2586448 to use Group Policy (GPO) to edit the registry only applies to system administrators who want turn off notifications (pop-up ads) for the Suggested sender and push out that change to multiple client computers on a network.

Just to clarify, you said in post # 2588861 that you do not see the pop-up ads from “Suggested” that are being discussed in this thread.
If these (experimental?) pop-up ads haven’t been rolled out to your system then I would not expect you to have the “Suggested” sender at Settings | System | Notifications & Actions | Get Notifications From These Senders or to see a registry entry for this sender at Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\Settings\Windows.SystemToast.Suggested.
Also note that your image indicates you are looking in the wrong location in your registry (i.e., at Computer\HKEY_CURRENT_USER\Microsoft\Windows\CurrentVersion\… instead of Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\…). I only noticed this because I made the same mistake the first time I went looking for the registry entry for notifications from “Suggested”.
