As far as I know, MS hasn’t (yet) announced that it’s giving away the Win7 security updates.

Not for lack of trying, though.

Does “freely available” equate to “available free”? Especially if you are implying free of charge.

I think it depends on the context, e.g;

For teaching purposes, some universities, including MIT, provide freely available course content, such as lecture notes, video resources and tutorials.
Free content

Which in this case was “regardless the license“.
