Approximately how many days before patch Tuesday does Woody normally post a blog entry  his recommendations to patch or not patch and adjust the ms-defcon header?

The number of days varies.
As many as are necessary to get us past the problems. As few as are necessary if there are vulnerabilities in the wild that need to be protected against.
