In case you don’t subscribe to the IT Pro Surface Bulletin, Microsoft just announced WOL support for Surface. I’m assuming there is a typo and they mean both docks..

” Introducing Surface Wake on LAN Support

If you’ve recently browsed to the Surface Tools for IT page on the Microsoft Download Center, you may have already noticed that we’ve added a package to this page, SurfaceWOL.msi. Using this package, you can enable Wake on LAN (WOL) from Connected Standby on devices with Windows 10 Anniversary Edition or newer connected through a Surface Ethernet Adapter or Surface Dock to a wired network. Installing this package will replace the driver included with Windows 10 for Surface wired Ethernet adapters, including the Surface Ethernet Adapter, Surface Dock, and Surface Pro 3 Docking Station or Surface 3 Docking Station.

With Wake on LAN support you can now use solutions like System Center Configuration Manager to perform management tasks on Surface devices with wired network connectivity during downtime periods. For example, you can wake up a docked Surface Book or Surface Pro 4 in the middle of the nights to install Windows Updates, or you can wake up a connected Surface based kiosk solution to remotely connect and deploy an updated kiosk app.

Read more at Wake On LAN for Surface devices in the Surface TechNet Library.

I wonder if this has anything to do with the SP3 firmware update from a couple of days ago:
