Is there a picture editor that will capture to an exact pixel width and pixel height? The new Microsoft Snipping Tool which is very convenient allows a ruler (not pixels), but only after capture. Microsoft Paint allows for cropping after the fact (with pixels), but the process is awkward and time-consuming.

It would have to be used after having already captured the image, but Gimp (which is free) has a cropping tool that can be configured to cut an image to an exact pixel width and height. See attached example, where I’ve asked it to crop the image to 500px x 400px

GIMP was exactly what was needed and saves on much grief; trying to nail a one pixel difference is a miserable job.

I use XnView Classic (free) to perform the capture which will open in XnView. A simple keyboard shortcut (Shift + S) opens the resize function to select size by pixel or inches and both for the screen and for printing. XnView can save in MANY different file formats. Also you can easily add text to the screen capture.

I use the paid version Screenpresso. I trigger a the drag frame for an image capture with a hotkey and the drag frame shows the size by pixels before you capture.

I don’t use Screenpresso for this specific feature however. I like their markup and editing tools.

I also the Faststone Image Viewer.

Have you tried portable Faststone Capture for Windows?

Interface is a bit dated but, functionality wins the day with additional bells and whistles (works on WinXP upwards)
Gotta love the zoom window when picking an area with pixel sizes displayed too.
Dig deep within the program settings and functions to find some little treasures and enhancements..
