I have not been able to run Rollups since October last year.  I can, and do, install the Underlying Security Update.
Question: Am I missing anything important by having to do this?

      Here’s something you can try:

In the C:\Windows folder, you will find a folder named SoftwareDistribution. Rename that folder to something else (e.g. SoftwareDistributionOld), so that Windows can’t find it. By doing this, you are basically doing a “reset” on updates. This has fixed the problem for many people.
