Outlook says my search engine is disabled.  I cannot enable, nor can I find where to enable the search engine / service.  I looked in services.msc, but nada.  It  says to ask my Admin — that’s me, and I dunno what to do.

In Windows 10: Select the Start button, select Settings > Update & Security, and then select Troubleshoot. Find and click Search and Indexing, and click Run the troubleshooter.

Hopefully, that will find and fix the issue for you.
