Since the start of Aug (when 1607 was out of support) pcs started to unexpected upgrade to 1803. Had a consultant check our WSUS/SCCM settings, which are fine.

So wondering if Microsoft put something in the July patches that makes the PC overlook all our settings and automatically update to 1803 from Microsoft. Anyone else experiencing this?

Yes, the Upgrade Assistant updates KB4023057, KB4023814, KB4056254 and KB4284874. Once installed, they cannot be uninstalled(except by Dism commands) and are hidden.

also Microsoft started to add the windows10upgrade.exe file onto the cumulative updates for v1607 since KB4284880.
