Horizontal rule produces heavy dark line in Firefox, thin line in Chrome:

So 63 underscores give the desired result for an unprivileged user. The
<hr />
tag is a pale tan plus on Firefox is thinner than on Chrome as seen when magnified by 4X:

I like the ’63 underscores’ solution so have added the following to my always-loaded AutoHotkey script:
:*:---::_______________________________________________________________ ; Send 63 consecutive underscore characters to form horizontal line by pressing 3 hyphens
Here’s the result after pressing the hyphen key 3 times:
