Where is the user preference page?

Where is the user preference page?
Or whatever its called.

The page that I saw when I 1st registered.
It showed background color preference and other stuff.

I swore that there was some links on the upper right hand corner of the page.
The links may have said’ Menu, Help, I can’t remember exactly what they where.
All I see is my user name and logout.

I am missing something, it might be time for the rubber room.

Any help on forum use appreciated.

Is the wp-admin page the only page where you can add a Profile Picture?

Wow, I edited the 1st “reply with quote” and removed the smiley face it was huge.
