Win 11 upgrade prompt locks up computer

My friend’s Dell Laptop has twice been locked up by the screens attached here. The only way out was a forced shutdown. And after one of those reboots the locked-up condition  returned with the same screen.  I booted into safe mode and then rebooted again and it was gone.

But malware scans with MBytes and others come up clean. These screens act like malware but look reasonably genuine, although I have never seen anything even remotely like it on any computer.
She usually uses Chrome but may possibly have used FF just before this happened.

Any thoughts?

Screen resolution may be off, as there’s normally a “Keep Windows 10” at the bottom.
