Does anybody know if these “moments” updates change any of the Microsoft account bypass methods when initially setting up Windows 11? As in they’ll no longer work anymore? Or is that more likely to happen with the next feature update version? I’ve been looking into buying a new laptop but would rather hold off if I can’t create a local account.

Most unlikely.
Or is that more likely to happen with the next feature update version?
Yes.
I’ve been looking into buying a new laptop but would rather hold off if I can’t create a local account.
Whatever happens on setup, it will always be possible to switch from signing in with a Microsoft account to a local account after the event:

ManagerI set up a new Win11 laptop a month or so ago.
When it asks for a Microsoft ID (email address) enter “no@thankyou.com” (no quotes) and any password. It should complain of an error and allow the creation of a Local ID (may call it a “limited” ID).You shouldn’t have to create a Microsoft ID then change it after the initial installation process.

I saw this video that says that even with that method, after reconnecting the internet, doing updates and restarting the computer, you might still get a prompt to create a Microsoft account. I don’t know what he meant and unfortunately he didn’t show what that looks like. Starts around 7:14 in this video: https://www.youtube.com/watch?v=EOUcvgqOV-0
No big deal honestly. If the “no@thankyou.com” email method works perfectly fine I’ll just go with that.
