I just created a new local user account on my Acer laptop running Windows 10 v22H2. When I sign in to the new account, the desktop loads, then goes into a repetitive refresh cycle every few seconds. Not stable enough to get anything done. The only way I can log off the account is Control-Alt-Delete and select the sign off option. I can log into my original user account and everything works just fine, no issues. I googled the issue and tried a number of suggested remedies, including SFC, DSIM, and system restore, but nothing I’ve tried seems to fix it. Has anyone ever run into this problem and found a workable solution?

AskWoody PlusI’ve never run into this problem problem, but I’d be inclined to do the simplest things first. Nothing to lose and it might work.
Remove the new local user account. Restart machine.
Open the windows task manager (ctrl+shift+ESC). Make sure the CPU usage is low and check the Startup tab and disable things that really don’t need to start on boot.
Run the simple Windows built-in Windows disk cleanup tool using the
“Clean up system files” %windir%\system32\cleanmgr.exeFrom a CMD window run chkdsk
Re-run DISM and SFCRestart your laptop and create a new local user account again. If you have the the same desktop refresh issue with the new local account, you’ll at least know it’s caused by something deeper.
