Not a crackling… but a high pitched noise?

Let’s slow down and start over shall we?  What are you seeing that is happening to your Outlook that is different from before?

Live.com uses online Exchange which provides several “protocols” to connect to your email.  IMAP is one, pop is another, activesync is yet another.  They are ALL email protocols that are offered up by Microsoft Exchange.  (This support guy is clueless IMHO).  I would go through the process of letting it set up the account again and reenter your email address and password.  So when he says you now have to use Microsoft Exchange server, you’ve been using a Microsoft Exchange server for years already. I’m wondering if you’ve been using pop (send/receive) rather than IMAP?

What is the email address domain you are using (Outlook.com?) as his information sounds questionable and possibly wrong.  Exchange online provides IMAP access, you are connecting to the same cloud email.

Have you tried totally blowing off the account and resetting it up again?

Title: Issue affecting viewing email content in Outlook
User Impact: Users may be unable to view email message content within Outlook.
More info: Impact is specific to the Outlook client and users with access to other protocols, such as Outlook on the web or the Outlook mobile app, can view message content in those platforms as a potential workaround while our fix is applied.
Current status: We’ve identified the underlying cause of impact and are applying a fix. This fix will reach all affected users incrementally over the course of the next four-to-five hours. Once users receive the fix, they will need to restart their email client to apply the fix. In some circumstances, users may need to restart their client a second time for the changes to take effect. We expect to complete this process and restore service for all affected users by May 12, 2021, at 3:00 AM UTC.
We encourage affected users who are able to do so to leverage the workarounds described above in the “more info” section of this post while we complete the process of fixing this problem.
Scope of impact: This issue could affect any user attempting to view an email message in the Outlook client.
Root cause: A recent change to systems that facilitate text display management for content within the Outlook client caused impact.

      From another location:

“Have seen multiple posts and two clients so far, in the last hour.  Message display only displays part of a message, as in the first line or top half inch or so.  Reverting to the prior version fixes it:

      cd %programfiles%\Common Files\Microsoft Shared\ClickToRun

      officec2rclient.exe /update user updatetoversion=16.0.13901.20462”

I’m going to sound like a broken record, move to semiannual.  It’s a lot safer.

      Confirmed with Microsoft:

My apologies if the impression was to do both. I’m giving you the choice as to which you prefer.

Yes I do operate like that. I also realize that many on this site install updates right away, ergo I’m also trying to let people know that for many of us updates DO install just fine. That’s why I put out that survey so that for those that DO install updates early that they could report on how their experience was.

I’m HONEST proactive. I’m showcasing that not everyone has issues with updating. I don’t want to give you information that is “possible”, I’m giving you information that is probable and actionable.

      See the difference?

Dear anonymous, read my posts. I haven’t changed one bit. I just changed the defcon today. But I also realize that some people DO install earlier than even I do and this was a way for them to let others know that their systems were fine.

They didn’t hack the cloud, they hacked on premise control machines. They went through the cloud for sure. Let’s face it if you have Internet access we are all “on the cloud”.
