    Is anyone aware of way to import a value list from either an Excel spreadsheet or an Access table?

      Copy and Paste.

      That’s it, there is no import function for an existing project. You can open a spreadsheet in Project (mapping the columns to values) and it will generate a new project – but after that, it is Copy/Paste all the way.
