I agree with your complaint, but sadly, Reply with Attachments is not a native Outlook feature. It can be coded, however, see this thread.

AskWoody LoungerAugust 7, 2008 at 6:13 am #1120137Outlook 2007 apparently allows you to forward with attachment as the default but we can find no way to reply with attachment — a feature that Lotus Notes routinely offered. Having to forward as opposed to reply means you have to round up all the addresses from the original and put them back in the document. Inefficient and error prone and time consuming.
Our Outlook people can’t answer this. Research on the internet seems to indicate it’s a problem for more than just my company.
Solutions — if they exist — welcome.
UPDATE: So I finally figured out how to search the Lounge here and found directions to a Macro from Sue Mosher. Will this still work for Outlook 2007, I wonder? Once installed, do I just assign it to a shortcut key?
Rant alert!: Please do not tell me that the sender already has the attachment and doesn’t need it back in the reply. That would mean you obviously don’t work in a large office and don’t understand that having the original item attached in all correspondence is critical for record keeping purposes regardless of how much space it takes up on the server. You may sense I’ve asked this elsewhere and been responded to by folks who purport to do my job better for me rather than answer the question. So sorry for being snippy here.

AskWoody LoungerAugust 7, 2008 at 7:25 am #1120143With respect to your UPDATE, attaching macros to toolbar buttons in Outlook 2007 is more challenging than in earlier versions. I’m not even sure it’s possible to assign a keyboard shortcut. (It was not possible in earlier versions of Outlook, but you could work around it by using Alt+ an accelerator key on a toolbar button.)
One possible alternative is to intercept the standard Reply and Reply All functions. This can be done by creating event procedures for messages that people open. In earlier versions of Outlook (not sure about 2007) you also could intercept a menu or toolbar button by listening for their command codes.
