Recently my computer has been showing 100% CPU usage constantly even with nothing running. Interestingly, it does not appear to be significantly slower. I have updated my virus definitions and scanned, used 3 different start up checking programs to see what might be starting up, and nothing has helped.
Is there an article or something that could give a step by step approach how to isolate a problem like this , and try to solve it?
    Thanks

If you look at the Processes tab of the Task Manager, can you identify which process or processes are using all those processor cycles?

I assume that is the colomn CPU and the higher the number the more cycles it is using? If so they are cisvc.ece= 29 and system = 25
        Thanks

The CPU column is the percentage of CPU time used by the process.

Cisvc.exe is the Indexing Service, a notorious resource hog. You can find info about it in Start | Help and Support, by typing Indexing Service into the Search box.

If you wish, you can uninstall Indexing Service: Start | Control Panel, Add or Remove Programs, Add/Remove Windows Components.
