Access 2000 Add Ins (Access 2000 SR1)

When I try to use Add in Manager, I get “ActiveX component cannot create object”. Once I click on OK, I get the Add In screen with no addins shown as available and when I click on New I get “Subscript out of Range”
Running on Win2k SR2 and also have Access 97 installed but in different directory as per instructions from someone in this group
Appreciate any help
