    I have a VoIP app called MagicJack, which I last used in April 2013. It has never caused a problem before.
    On Dec. 3, I doubled-clicked to start the app, and got:
    “This program is blocked by group policy. For more information, contact your system administrator.”
    I cannot find any local group policy that seems to apply.
    Thinking to uninstall and reinstall, I went to Programs and Features and clicked to uninstall, getting:
    “You do not have sufficient access to uninstall magicJack. Please contact your system administrator.”
    These results occur whether signed onto Windows as standard user or administrator.
    I am guessing that something has happened to Windows (maybe a recent patch?), not the app.
    The PC is Lenovo ThinkPad T430 with Win7 Pro x64, fully patched.

        I have Norton Internet Security and Malwarebytes AntiMalware both active full-time. I run a Malwarebytes full scan monthly.

      Try a system restore to a date prior to the problem.
      Also, boot into safe mode with networking. Then download and run Malwarebytes.

        The only available restore point is noon today EST, probably because on the weekend I ran CCleaner. In any case, the latest date that I know preceded the problem would be last April; even without CCleaner, I doubt that I would have a restore point that far back.

        I have been running Malwarebytes full scans monthly for years, and have had the Pro version installed since Oct. 24.

        I do have a system image dated June 30. Since then, I have updated 15 apps, so would prefer another solution if possible.

        Disabling NIS did not work.
        I looked into Rui’s suggested thread, about resetting all group policies to default. I downloaded and ran the BAT file. This fixed the problem – MagicJack is now working again, under both standard user and administrator.
        Thanks to Rui and Jerry for their suggestions.
