Wanted to provide information that may help others.
Unable to get to Advanced Options by pressing F8 key (I was unable to log in to Windows).
My goal was to reach System Restore at boot.
I discovered that since this computer has the “Fast Boot” option, I had to press “Shift and the F8 key” at restart in order to access.
Or hold down Shift when you click Restart to get to the startup options.
