Hello y’all,

Can I create a task, assign it to a recipient, but delay sending notification of the task assignment until the task start date?

You could attempt to create the task and then attach it to a message and delay the delivery of the message to the recipient!
AFAIK you cannot delay the delivery of a task itself.
