I agree with your finding in the article that there is no official (as yet) Window 10 Cumulative Update 9. Until that hits the Windows Updates servers, I concur that this is a pre-release collection of bits and bytes.

We are still on MS DEFCO-2, and I’m guessing with good reasons.
