Is there away to combine these two into one?

I only want Red on the people under 21 on the appointment date but there age today is over 31 years old

Last Name , First Name, DOB , Last APPT Date ,SS #, Chart # ,Expired Year or mis info

A-17 , B-17 , C-17 , D-17 ,E-17, F-17 , G-17

Box # , VFormula , ApptAge, AGE

H-17 , I-17 , J-17 , K-17

You could just use an AND formula, as in
=AND($J17 “”, $J1731)
