Forgetting password (2003)

I have a machine that keeps blanking out the email password in the profile. The password remains until “Send/Receive” is pressed or an automatic “send/receive” is performed. There are 3 Microsoft KB articles, none solved the issue, yes, the “remember password” is selected in Outlook and the similiar function under IE. Yes, I did remove the anti-virus and other security software to see if that was an issue (and it is not an issue on the other 53 machines).
This is an XP Pro machine. I have Googled and come up with about 6 different resolutions, none of them have worked.

1.) Is Outlook up-to-date with service packs & patches?
2.) have you tried de-selecting ‘remember password’, shutting down Outlook, re-booting, restarting Outlook, selecting ‘remember password’?
3.) Have you tried a new e-mail profile?

Yes, all updates have been installed, yes on the remove check, reboot and retry. I also have removed and recreated the profile and then even uninstalled, manually cleaned up and reinstalled Office 2003.
It seems something is in the registry that I am missing.

Is this one of the KB articles – Save password setting not retained in Outlook or Outlook Express? Did you look at “Method 3: Back up your registry and remove the user account information from the “Protected Storage System Provider” subkey. Then, reenter your password options. ” ?
