Formula help to calculate inventory days (2002 SP3)

At work yesterday, someone asked if this Excel formula was possible. I have not been able to figure out how to do this one. It may not even be possible. In the attached file cell, C9 should calculate how many days they are behind or a head of a schedule for that model number. The answer is -5.5 days behind. The days marked with a zero do not count as a schedule day.

Any help or suggestions would be appreciated

Sorry, for not being too clear. The person who asked for help keeps standing over my shoulder saying are you done yet every 10 minutes. I was rather rushed, let me ask him his logic on what this sheet is to accomplish. As I do not understand what he is, telling me what he needs fully myself.

We need a little more info:
If C9 is supposed to be -5.5 what is the logic for arriving at that conclusion?

Is the calcluation in C9 incorrect? or are the values in C8 and/or C5 incorrect?
