Was able to avoid the 1903 update running a metered connection,
however it prompt me to download it for about a week and then showed an
install prompt. At no time did they try to force 1903, just the added
option to restart with the new feature update. I eventually used the Wushuhide, but
it took 3 days before it was removed and showed that my Dell laptop was
    currently up to date.

After a reboot this morning, I received a message from my update utility that I ‘m missing some updates, but there is still no option to download or update and install 1903.

Update! No pun intended. The windows update utility now show I’m up to date again. It seems that when you re-boot, it says you are are missing updates, but since I hid 1903, it eventually shows my laptop as up to date. What a mess.

Amongst the machines I support, there are 4 running Home v1809, all are set to “metered connection”.

All are now showing “Feature update to Windows 10, version 1903

      Download and install now”.

      I will wait and see…

Why?ย  Because on the 9th Sep, one of those machines tried to update the “Photo app”.ย  No, I don’t know what it is used for either.ย  It crashed the machine and it took me 2 days to get it working again.ย  Win10 is not stable enough for me.

Written on a Win8.1 machine where the last BSOD was Feb 2018.ย  And I caused that.

Sorry, I forgot to add that, despite the v1903 advice on the screen, the monthly updates appear as expected and are downloaded when I am ready.

For the last two days it says I’m all up to date. The combination of using a metered connection and the wushuhide delayed the need to download 1903 at this time.

Per Woody’s column, using my backup desktop, I downloaded MediaCreationTool1903.exe and successfully got a fresh v1903 onto a flash drive yesterday. Bravo, Woody!

My question is: can I use that flash drive download on my laptop and main desktop, or will it be limited to use on the backup machine from which I accomplished the download?

You can use the USB flash drive on both computers providing they are the same bitedness (32-bit or 64-bit) if you chose one or the other in the ISO creation process.
It is the equivalent of an install CD/DVD.

If you want to do an UPGRADE, start from within your current Operating system, access the USB, and click on setup.exe to start the process.
If you are doing a clean install, boot from the USB.
