Global & custom toolbars

Hi All,
Project 2K will not save my custom toolbars or menus to its global.mpt file. It successfully saves everything else, including custom fields, modules, tables and filters. The toolbars were created using Project 2K, and they are saved to individual project files. I currently have to open one of my projects and copy the toolbar to the global.mpt file (using Organizer) every time I start a new Project session.
All the documentation I’ve been able to find indicates the Global.mpt file SHOULD save custom toolbars.
I’m using Project 2K on an NT 4.0 machine (with SP6.1), along with Project Central. The DSN is a database stored on a SQL server on the same machine.
I would greatly appreciate any help solving this problem.
