Guest account is always re-enabled after a few days

Hello,

I want to permanently disable the Guest account that comes with Windows 10 Pro 20H2.

I have three local accounts, one is an Administrator account, two are User accounts with no administrator privileges.

Whenever I disable the Guest account using lusrmgr.msc, Windows 10 Pro 20H2 keeps re-enabling the Guest account after a few days.

Is there a way to avoid this odd behavior?

Furthermore, is there a way to disable both Windows system control panels (the old and the new, less colorful one) for the normal User accounts? I have found a way through gpedit.msc, but this disables it for ALL users. Any ideas?

With Gpedit check the Guest account policy setting at

Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options

Disabling both for all users except administrators is an option with Group Policy:
