      With Gpedit check the Guest account policy setting at

      Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options

      Furthermore, is there a way to disable both Windows system control panels (the old and the new, less colorful one) for the normal User accounts? I have found a way through gpedit.msc, but this disables it for ALL users. Any ideas?

      Disabling both for all users except administrators is an option with Group Policy:
