I have a similar problem when using the Chrome browser. At times I will use touch to open a link or scroll thru the page. This will usually result in the cursor not appearing in other browser windows when using the mouse (Edge, Opera, Firefox) . The one solution I have found is to use the mouse to click anywhere in the Chrome browser using the mouse. I then see the mouse pointer in the other browsers.
