If you search here for Wink, you can find a link to that one. There is a open source one I saw mentioned on the comments for one of the recent Giveaway Of The Day items, but I didn’t try it myself.
One that is not free but worked well when I tried it a few years ago is ViewletBuilder from Qarbon.

You will need to create an account which is free to get any trial doownload. It will be fully functional for 30 days. You can view small movies on what can be done to see if it is what you are looking for prior to downloading.
