How do I lock a window size and position?

In Windows 7 how do I lock a window size and position? I stretch a window out to the size I need to display all the data and I come back a few hours later and it’s back to the previous size again. This happens for included programs such as Windows Explorer and purchased/freeware programs. Very frustrating.

What works for me is to size the window and then use the X in the upper right corner to close the window. Windows seems to remember the last size/position of that window when you click the X to close it.
