    I have a user that wants to remove 2019-10 Servicing Stack Update for Windows Server 2012 R2 for x64-based Systems (KB4521864) for testing purposes.  WUSA states it is required and cannot be uninstalled.

    Is there another technique that I can use to uninstall?

      As far as I’m aware, once the SSU is installed, that’s it. (baked in)
      If an image backup has been created prior to the update, then restore, that’s the only way around it AFAIK.

      Windows - commercial by definition and now function...

      How about removing it offline, using DISM (of course after making a backup copy)?

      For example:

      DISM.exe /image:c:\offline /Remove-Package /PackageName:Package_for_KB4521864…

        NO you cannot remove KB4521864 “offline” with DISM.exe – the MUM files for 4521864 prevent uninstall/removal of it.

        there was an unofficial way of removing seemingly un-removable updates from Gborn’s blog a few years ago but you may not like it (because it’s a complex way to do it)
