Overnight my Windows 10 21H1 downloaded the above update and is awaiting reboot to install. Is this Intel update OK?

You might also find some useful information in SoulAsylum’s 12-Dec-2021 Overnight Push Update from Intel in the Norton Tech Outpost. Most users who received this update seem to own Dell computers, and our best guess at this point is that it is a security update for the Intel Management and Security Application Local Management software. This component is listed in my Device Manager under the Software Components section.

Thanks, but I’m a HP Intel i7, so this appears to be an Intel update not specific to Dell
I have read the links and the one it refers to another site that then that refers to Intel site, but the page on the Intel site explains the module (last update 2017) and not about this sudden update.
I would think there would be more info behind this update.
BTW: My Device manager show 2 of the Intel Management and Security Application Local Management components. I guess one will be removed on the reboot.
I did notice that one poster said it installed with no problems.

I installed this per having an Image — and the — Link b offered — that said Install.
I use to let WU install Intel IMEI’s – Stopped – then just did. I have – 3 Software Component categories – in Imacri’s Graphic and they — All have Duplicates. Wonder IF one is WU influenced and 2nd is HP provided Updates I did. AND, following HP Update suggestions is harder than it sounds – when I had the HP Software Update Asst and had an Install problem, 800-Sppt said Don’t Install the recommended update – Leave As Is – and so it goes.

The update installed without a glitch but I still have the 2 entries in Device Manager as in my attachment on my prior post. The event log shows only one was started. I do wonder why there are two.
I dug around Intel’s developer forums and found reports of endless scans and problems detecting Windows 11 as 64 bit (same driver for Windows 10 which has an 32 bit option).
I suspect this update is to ready Windows 10 for Windows 11.
The only difference I found was the driver file name – from oem20.inf to oem190.inf.

I don’t think this update is for a specific brand such as HP or Dell because I just received it and my computer is a generic, custom build running an Intel Core i7-7700K. From following the links supplied to read about this update, it looks to me like it is all about DRM, a thing they euphemistically call Protected Audio Video Path, as if it does something to protect us – rather than what it actually does is restrict our access to the audio/video path.
I have an HP Omen laptop also with an i7 intel processor and this has been happening to me also. But I don’t think this problem is excluded to a few specific laptop models. I think it’s wide ranging, encompassing most all laptops. HP & Intel updates are continually pushed or forced as a required update without the option to decline. I’ve set updates to notify me before installing through Group Policy. Sometimes they first appear as optional under “View optional updates” only to later be forced. Here are some examples from my notes with dates.

What worse, they don’t provide any information as to which component the update is for and what it’s intended to address. Do a Google search of the exact driver name & version and the closest you’ll get are forums with posts like this asking the same questions.
One driver specifically forced (Intel – net – 21.110.1.1) I’ve tracked down as a driver update for my Wifi adapter. Which I discovered was the cause of the terribly frequent and disruptive dropped wifi conx to the router due to the driver continually resetting the adapter. Everytime I reinstalled the driver from HP’s website, windows update forces their driver again. I only recently discovered how to disable driver updates as well like @Alex5723 mentioned above. But I decided to re-enable today after a few weeks to see if anything changed and they all came roaring back.
I’ve submitted the problem to HP, I don’t have a clear solution but saw this post and thought the feedback might be useful.

Try reinstalling the default network driver for your laptop from HP’s site. Monitor windows updates after that to see if it tries to reinstall that Intel – net driver.

Just an FYI that the “Intel – Software Component – 2130.1.16.1” update has finally been added to the Microsoft Update Catalog at https://www.catalog.update.microsoft.com/Search.aspx?q=Intel – SoftwareComponent – 2130 and the Driver Model in the update details confirms that this is an update for the “Intel Management and Security Application Local Management” component (last modified 31-Aug-2021).
I have the Local Group Policy Editor of my Win 10 Pro OS configured to prevent Windows Update from delivering driver updates (Computer Configuration | Administrative Templates | Windows Components| Windows Update | Do Not Include Drivers With Windows Updates) so that might explain why this “Intel – Software Component – 2130.1.16.1” update wasn’t pushed out to my Dell Inspiron 5584 by Windows Update in mid-December 2021. However, on 07-Jan-2022 I installed the Intel Management Engine Components Installer v2141.15.0.2511 that was listed as an urgent chipset update on the support page <here> for my Inspiron 5584 (released by Intel on 26-Oct-2021, see the Intel support page <here> for documentation). That Intel Management Engine Components Installer v2141.15.0.2511 updated multiple components related to my Intel Management Engine, and Device Manager | Software Components now shows that my Intel Management and Security Application Local Management was updated to v2130.1.16.6 on 07-Jan-2022 (i.e., not the v2130.1.16.1 update pushed out to your machine in mid-December 2021).
