It may be the Office products configuration generally found under File/Options/Trust Center/Trust Center Settings/Protected View for each product, i.e. Word, Excel, Power Point?

500 Error code is indeed a server error. Most likely they had problems with cashing servers. If they haven’t fixed it yet, you can try to use a proxy (VPN, Tor) and download the attachements from another location, from another datacenter.

For me, my adblocker software was hiding the attachment display.
once adblocker was disabled for outlook, the attachments magically reappeared
