I am stuck at this point on one computer, when another of the same system etc. had no problem loaded the update very simply and quickly.
I have reinstalled MS 365 on the offending computer but to no avail. It gave me version 16.0 15178.20178, when the updated version should be 16.0.15178.20224 as on the other computer.

I’m getting same issue on multiple computers in my business right now, computers with office 2019 full installs update Fine but all Computers with office 2021 or office 365 just getting stuck on Downloading updates?? Have not been able to get around this even doing quick and full repairs. Have only noticed over the past few days all has been ok in the past so i just assumed it was an issue with the latest update or Microsoft’s servers.
Have Win 10 21H2 with OS Updates Paused on the May updates. Kicked off Office 365 C2R manually on May 12 and got stuck on ‘Downloading Update’. Eventually got updated to latest version after 6 hours. Had to re-boot to actually install the “pending” 365 C2R update.
I saw others reporting the same. After some time it seemed the updates came down for most. My guess is MS servers

Same issue here with Office 2016 Home and Student C2R, on two separate notebooks (Dell Latitudes E6430 and 5590), Windows 10 Pro 21H2 and Windows 11 respectively. Interestingly, in our case the machine with Win 10 21H2 had it’s OS updates paused (for at least 2 weeks), and the Windows 11 machine received all the May 2022 updates available to it. Office 2016 C2R updated without issue on the Win 10 machine with no May updates, but the fully patched Win 11 machine got stuck “downloading updates,” with no attempted fixes working. We literally had to use the Microsoft SARA application to clean uninstall/repair, then manually reinstall Office 2016 on that device. Then after a reboot, Office updated to only 15128.20210, yet it’s supposed to be on 15128.20224. Worst Patch Tuesday for us in a long time, and needless to say, we set GP to “no automatic updates” for Windows, and disabled in all Office installations.
Microsoft is having issues with remotewebaccess.com domain/with trial versions downloads. It’s possible something on the back end is having issues?
