You never know with MS. E.g., they’ve released MSSQL ISOs with “slipstreamed” SP that did not install any SP at all. https://support.microsoft.com/en-us/help/2783963/sql-server-2012-with-sp1-slipstream-iso-images-do-not-install-sp1

Later on, they’ve released ISOs with SP2 “slipstreamed” that – surprise surprise – did not install any SP at all, again. https://support.microsoft.com/en-us/help/2984316/sql-server-2012-with-sp2-slipstream-iso-images-do-not-install-the-sql

        😀

They also had to re-release the SQL 2016 SP1 GDR fix for CVE-2018-8273. This is the SP1 build without any Cumulative Updates.
