When I reboot my computer, I get the error

An error occurred in the program during initialization. If this
problem continues, please contact your system administrator.
Error code: 0x80070426
This seemed to occur when I updated my system. I uninstalled the latest
update, which seemed to fix the problem. But it’s back. Today, when I look
at the installed updates, I see KB4013429 from that day. But when I look
at update history, I see KB4015438 on that day. That seems odd 
I’m not sure which update is actually installed, and whether I should try
uninstalling KB4013429.
When I look at services, I see that Windows Defender Advanced Threat
Protection Service is not running. When I try to start it, I get the message
Error 13: The data is invalid.
Looking in the event viewer, I see a couple things, such as
Windows Defender Advanced Threat Protection service is not onboarded and no onboarding parameters were found.
Windows Defender Advanced Threat Protection WDATP component failed to perform action. Component: class sense::Onboarding::OnboardingManager, Action: Initialize, Exception Type: wil::ResultException, Exception Error: 0x8007000D, Exception message: Service is not onboarded and no onboarding parameters were found
Trying to look into this, I quickly found myself down the rabbit hole into an unknown world, so I decided to come here for advice!
