Phone Link finally supports iOS devices and lets you send and receive messages and calls on a Windows device.

Microsoft is bringing access to iMessage on Windows through its Phone Link app. A preview of the updated app will be available for Windows Insiders today. The title is misleading per your quote from Yusuf Mehdi. Phone Link uses Bluetooth to send and receive messages. It does not directly use iMessage. That is decided by Apple.
