I downloaded a MP4 video, not copyrighted, from a known source. How do I burn a video DVD from the MP4 file? I have Roxio Creator DE 10.3 but can only burn audio so far with Roxio. I’m sure I’m missing something.

If you want a DVD player DVD you need to run it though something like DVDFlick to properly create one. Roxio will do it as well if you have the video suite component.
Just to burn the MP4 file to DVD try a different burner like ImgBurn using the write files/folders to disc option.
