MS Backup in Win2k creates and ‘expects’ .bkf files. Can it restore from .qic files created by the Win98 version?

      No,
Each version was designed to work ONLY with the files that was made with that version. NUMBER ONE reason to NEVER use MS Backup.

I used it a couple of times in the early Windows 3.0 days. The versions that came with 3.0, 3.1 and 3.11 did NOT work with each other.

Unfortunately, not. Microsoft Backup files are not interchangeble between versions (even between 95 and 98), and you can not run Win98 Backup under WIndows 2000.

Try third-party backup program, or restore your backup on Win98 computer and transfer files another way.
