Nest IF/And/Or Too complicated?

I’d like to write a formula that will apply a % to first $25K of a quarterly balance. Once that condition has been met, the remaining balances for the quarter can be ignored. I attempted an If/And formula but that didn’t work. And I’m thinking throwing in “OR” will just make a mess.

Thoughts?

Have you tried something like this: =28%*MIN(25000,(B11-B7-B6))
